“Agenda 2030, Doughnut Economics, Smart Territories, Responsible Citizenship, and other healthy recipes”, is the subtitle of this White Paper prepared by DOCUMENTA within the framework of the European RSC Project (Erasmus+, 2021-24), of which the Cantabrian entity ( Spain) is the coordinator, and is developed in 4 EU countries (Spain, Italy, Greece and Cyprus).

The White Paper addresses the theoretical and methodological foundations of the RSC Project, whose general objective is “to contribute to the reduction of poverty and social exclusion in the EU, through the design, testing and systematization of a European Strategy for Education and Social Participation against Poverty and Social Exclusion, innovative and effective, based on the construction of a Virtual Ecosystem and Local Inclusive and Collaborative Learning Communities.

The final chapter (5) of the RSC White Paper collects the lessons learned during the Project, for its replication, transfer and sustainability on a EU scale, after a detailed theoretical journey with high graphic and pedagogical content: “A humble proposal from the local: Intelligent and Responsible Citizenship against Poverty and Social Exclusion”(1); “The EU Policy context: Agenda 2030, Sustainable Development Goals (SDGs) and poverty reduction”(2); “Smart and Responsible Territories”(3); “Doughnut Economics: a Compass for the 21st Century” (4).

If the first chapter addresses the main structuring elements of the RSC Project (objectives, activities, results, etc.), the second delimits the EU Policy context and commitments in which it is framed: Agenda 2030, 17 SDGs (especially SDG 1 : End of Poverty), Action Plan of the European Pillar of Social Rights; the third chapter defines the Sustainable Local Development Model -Smart and Responsible Territories- on which the pedagogical-participatory process launched during these 30 months of the RSC Project is based; and ends this theoretical journey with the description of a useful tool that serves as a guide for future interventions in this turbulent and changing 21st century.

The final chapter, in addition to synthesizing the learned lessons, and listing the tools created for their implementation, outlines the Transfer, Networking and Sustainability Strategy of the RSC Project, and refers to the RSC Manifesto for the future creation of the European RSC Network against Poverty and Social Exclusion.
